Theory of Action

IF efficient, modern facilities provide the flexibility necessary for various educational delivery approaches, provide the infrastructure needed to support today's and tomorrow's technology, and reduce maintenance and operations expenses significantly; AND the physical environment has an impact on learning,
THEN student learning will improve and operational costs will be reduced in schools that are modernized or replaced with new.


  • By 2024 the overall district Facility Condition Index (FCI) will be reduced by 50% through modernization of existing facilities, repurposing, and compliance with educational specifications to insure equity of learning environments in all schools.

  • By 2024 the Facilities team will reduce maintenance and operational costs by 20% (from the 2017/18 School Year).
