Prohibition of Discrimination on the Basis of Sex
Jeffco Public Schools is committed to providing a working and learning environment that is free from sexual harassment and discrimination based on sex in all of its education programs or activities, admissions and employment. The district is required by Title IX of the Education Amendments of 1972 (“Title IX”) and its regulations not to discriminate in such a manner.

Title IX of the Education Amendments of 1972
Title IX is a federal law that states: "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance." The U.S. Department of Education’s Office for Civil Rights (OCR) enforces Title IX.
Title IX is best known for breaking down barriers in sports for women and girls. Its regulations also require that schools adopt specific grievance procedures to address complaints of sex discrimination as defined by Title IX.
To the extent that any district policy or procedure regarding discrimination or harassment on the basis of sex (as defined by Title IX) conflicts with Title IX or its regulations, Title IX and its regulations will control.
Title IX Coordinator
The district has appointed a Title IX Coordinator to coordinate the district’s efforts to comply with its responsibilities under Title IX and its regulations. If you have any questions or need assistance, please reach out to the Title IX Coordinator.
The Title IX Coordinator is responsible for coordinating the effective implementation of supportive measures. Supportive measures may include, but are not limited to:
- Counseling;
- Extensions of deadlines or other course-related adjustments;
- Modifications of work or class schedules;
- Excused absences
- Individualized supervision during passing periods or other unstructured times or activities;
- Mutual restrictions on contact between the parties; and
- Increased security and monitoring of certain areas of the campus, and other similar measures.
Supportive Measures:
Supportive measures are individualized services offered as appropriate, as reasonably available, without fee or charge, to the complainant or respondent, before or after the filing of a complaint or where no complaint has been filed.
Charter Schools:
Charter schools in Jeffco have individual Title IX coordinators. Contact your charter school directly for more information.
How to Report Discrimination or Harassment
Any person may report sex discrimination, including sexual harassment, to the Title IX Coordinator, regardless of whether the person reporting is the person alleged to be the victim of conduct that could constitute sex discrimination or sexual harassment.
You can contact the Title IX Coordinator using the information provided above or via the Title IX complaint form. If you are not sure if you should file a complaint or a report, contact the Title IX Coordinator.

The Formal Complaint Process/Grievance Procedures
The district has two sets of grievance procedures for processing complaints:
- Grievance Procedure for Complaints of Discrimination on the Basis of Sex that Do Not Include an Allegation of Sexual Harassment
The District will process complaints of discrimination on the basis of sex that do not include an allegation of sexual harassment under its standard investigation policies and procedures. See Policy JB-R1.
- Grievance Procedure for Formal Complaints of Sexual Harassment and Complaints including Allegations of Sexual Harassment
Formal complaints of sexual harassment and complaints including allegations of sexual harassment trigger a unique grievance process, described below. See Policy JBB.
Both grievance procedures provide for the prompt and equitable resolution of student and employee complaints alleging harassment or discrimination on the basis of sex.
- Is my formal complaint subject to this grievance process?
- What are my rights during this grievance process?
- How long will the grievance process take?
- What is the standard of evidence for determining responsibility?
- What happens during the investigation phase of the process?
- What happens after the investigative report is complete?
- Can I appeal the decision maker’s determination?
- What is the appeal process?
- What remedies/supportive measures are available under this grievance procedure?
- Is there an option for an informal resolution?
